PDFTK Builder is a GUI frontend to the command-line based PDFTK. It supports the following operations on PDF files: collate, split, background, decrypt and password protection. Download the installer and extract to a folder of your choice. The application files are located in the {app} subfolder. Launch PDFTKBuilder.exe.
